Which service and documentation applies depends on whether your specific product is a cosmetic or a chemical mixture.
Our Responsible Person mandate and notification services cover all EU member states. Registering through us fulfils the EU-level regulatory representation and notification requirements we handle under the mandate. Work we have not been engaged to perform - national labelling language, for instance, or product-specific restrictions - stays with you contractually; that division between us does not limit the statutory duties the Regulation places on HCPC Brands as the appointed Responsible Person.
We do not manufacture, formulate, or physically handle your products: manufacturing, formulation and the physical quality of the product stay with you and your manufacturer. Our role is regulatory - we act as the EU-established Responsible Person, compile and hold the required compliance documentation, notify the product, and carry the vigilance and market-surveillance duties that Regulation (EC) No 1223/2009 places on that role. Those statutory duties, including our own duty to verify the compliance of what we accept, remain with HCPC Brands.
